BREAKING NEWS

  • On April 30, 2012, APPA released the second edition of APPA News Report.

  • On April 26, 2012, the Senate Energy & Natural Resources Committee held a hearing on weather-related electrical outages following Hurricane Irene and the October snow storm in 2011, with one of APPA’s members, John Bilda, of Norwich, MA, Utilities, testifying.

  • On April 26, 2012, Senate Energy and Natural Resources Committee reported out four nominees: Adam Sieminski to be Administrator of the Department of Energy’s Energy Information Administration; Marcilynn Burke to be Assistant Secretary of the Interior; and Tony Clark and John Norris to be FERC Commissioners.  They will now proceed to the Senate floor for a vote at an unknown time.

  • On April 26, 2012, the House Natural Resources Committee held a hearing titled “Increased Electricity Cost for American Families and Small Businesses: The Potential Impacts of the Chu Memorandum.” APPA President & CEO, Mark Crisson was one of the six witnesses who testified.

  • On April 25, 2012, the Senate Finance hearing held a hearing on federal tax reform and state and local tax and fiscal policy. In anticipation of the hearing, a group of 25 state and local government and market representatives, including APPA, sent a letter to Committee Chair Max Baucus on the importance of tax-exempt status of municipal bonds.

  • On April 25, 2012, the Rehberg amendment passed the House Appropriations Committee by voice vote. The amendment would prohibit the Department of Energy from expending any funds in FY 2013 to implement the Chu Memo on PMAs.

  • On April 20, 2012, the electric sector, including APPA, sent a letter to the House of Representatives supporting the goals of cyber-week and the passage of CISPA (information-sharing bill).

  •   On April 13, 2012 APPA filed a petition at the Environmental Protection Agency for administration reconsideration of the Mercury and Air Toxics Standard (MATS; or EGU MACT) rule affecting coal and oil fired power plants. APPA also filed a Petition for Review of the MATS rule in the U.S. Court of Appeals for the District of Columbia Circuit.

  • On April 13, 2012, the New Source Performance Standards (NSPS) for CO2 for new coal plants proposed rule was published in the Federal Register.

  • On March 29, 2012, the House of Representatives approved H.Con. Res. 112, the Fiscal Year  2013 Budget Resolution.

  • On March 27, 2012 Energy, Natural Resources, and Infrastructure of the Senate Finance Committee held a hearing on renewable tax incentives.

  • On March 20, 2012, the Senate Energy and Natural Resources Committee held a hearing to consider the nominations of Adam Sieminski, to be Administrator of the Energy Information Administration; Marcilynn Burke to be an Assistant Secretary of the Interior; and Anthony Clark and John Norris to be a Members of the Federal Energy Regulatory Commission.

  • On March 20, 2012, House Budget Committee Chairman Paul Ryan (R-WI), released his budget “blueprint” also known as the FY 2013 Budget Resolution. 

  • On March 20, 2012 the House Natural Resources Committee’s Water and Power Subcommittee held a hearing on the fiscal 2013 appropriations for the Power Marketing Administrations.

  • On March 20, 2012 the Senate Environment & Public Works Committee’s Clean Air & Nuclear Safety Subcommittee on held a hearing entitled Oversight: Review of the Environmental Protection Agency’s Mercury and Air Toxics Standards (MATS) for Power Plants. 

  • On March 16, Secretary Chu of the Department of Energy released a memo outlining DOE’s plans for altering the purpose and structure of the Power Marketing Administrations.

  • On March 15, the presidents of seven labor unions sent a letter to President Obama asking him to include “advanced coal technologies as part of [his] emerging policy framework, and expressed concern about expected job losses from implementation of the EGU MACT rule.

  • On March 12-14, APPA held its 2012 Legislative Rally. Nine resolutions were passed, and six talking points and several issue briefs were released at the Rally.

  • On March 8, the Energy and Power Subcommittee of the House Energy and Commerce Committee held a hearing entitled “The FY 2013 DOE Budget”

  • On March 6, APPA initiated a new web-based monthly video update that provides a news report on the latest congressional and agency activities of interest to public power.

  • On March 2, APPA released a detailed summary of spectrum provisions in the Middle Class Tax Relief and Job Creation Act of 2012, which was signed into law on February 22, 2012.

  • On March 2, Senate Energy and Natural Resources Chairman Jeff Bingman (DM) introduced a bill that would create a clean energy standard (CES).

  • On March 1, Senators John McCain (R-AZ), Kay Bailey Hutchison (R-TX), Saxby Chambliss (R-GA), Chuck Grassley (R-IA), Lisa Murkowski (R-AK), Dan Coats (R-IN), Richard Burr (R-NC), and Ron Johnson (R-WI) introduced a cybersecurity bill. [Summary]. The bill is an alternative to the Senate HGSAC bill supported by Senate Majority Leader Harry Reid (D-NV),Senators Joe Lieberman (I-CT), Susan Collins (R-ME), Diane Feinstein (D-CA), and Jay Rockefeller (D-WV).
